Biography
Randy Lemer is a Managing Director at B. Riley Advisory Services and serves as an accounting and finance expert in domestic and international energy disputes. Over the last 30 years, Randy has provided testimony and expertise related to issues across the energy value chain. This includes accounting, valuation, causation analysis, damage calculations, joint venture contract audits, royalty disputes, processing plant disputes, purchase price disputes, and SEC reporting issues. He also has experience in purchase price disputes, fraud investigations, forensic accounting investigations, and internal control issue investigations. He has been appointed as sole arbitrator in multiple disputes related to accounting issues. He has experience in assisting in mediations, state and federal courts, and arbitration settings.
Randy's experience in the energy value chain covers a variety of upstream, midstream, and downstream disputes. His experience includes matters that never got started to ongoing, continuing, and completed projects starting from the wellhead through transportation and processing and marketing. It has also included projects related to alleged SEC reporting violations related to such activities.
He has led multiple fraud and forensic accounting investigations. Subject matter areas included misappropriation of funds, tracing and quantification of theft through shell corporations with related kickback schemes. Other projects included contract compliance terms (such as rail car maintenance contracts), internal control weaknesses and resulting stolen funds.
His specific experience in the petroleum industry includes crude and natural gas reserves pricing, pricing and accounting for production and products, transfer pricing, royalties, severance taxes, valuation of energy fields and companies, and joint interest billing.
He received his bachelor's degree in Accounting from the University of Texas and his doctorate of jurisprudence from South Texas College of Law. He is a licensed CPA, Certified in Financial Forensics by the AICPA, a Certified Fraud Examiner, and a licensed attorney.
